2026年首批“国补”资金下达：提高“得补率”，打击先涨后补

\u003cdiv class=\"rich_media_content\"\u003e\u003cp\u003e\u003cstrong\u003e21世纪经济报道记者 周潇枭 北京报道\u003c/strong\u003e 实施了两年的“两新”政策，在2026年对部分内容进行了优化。\u003c/p\u003e\u003cp\u003e2025年12月30日，国家发展改革委和财政部联合对外发布《关于2026年实施大规模设备更新和消费品以旧换新政策的通知》（下文简称《通知》），明确了2026年“两新”政策的实施范围和补贴标准。\u003c/p\u003e\u003cp\u003e在设备更新方面，在继续支持工业、电子信息、能源电力、交通运输等领域的基础上，将老旧小区加装电梯、养老机构设备更新、线下消费商业设施设备更新等纳入支持范围。在消费品以旧换新方面，支持汽车报废更新和汽车置换更新，支持家电以旧换新，支持数码和智能产品购新。\u003c/p\u003e\u003cp\u003e2025年12月31日，国家发展改革委政策研究室副主任、新闻发言人李超在国家发展改革委新闻发布会上表示，2026年“两新”政策重点在设备更新政策惠及面、支持绿色低碳智能产品推广应用、资金使用监管等方面进行了优化。为满足元旦、春节消费需求，2026年第一批625亿元超长期特别国债支持消费品以旧换新资金计划已经向地方下达。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003ch4\u003e\u003cstrong\u003e扩大设备更新支持范围\u003c/strong\u003e\u003c/h4\u003e\u003cp\u003e\u003c!--AIPOS_0--\u003e2026年对“两新”政策的支持范围进行了优化，设备更新的支持领域有所扩大，家电换新聚焦在六类产品，\u003c!--SECURE_LINK_BEGIN_0--\u003e智能眼镜\u003c!--SECURE_LINK_END_0--\u003e新纳入数码和智能产品购新补贴范畴。\u003c/p\u003e\u003cp\u003e比如，设备更新方面，在继续支持工业、电子信息、能源电力、交通运输、物流、教育、文旅、医疗、设施农业、粮油加工、安全生产、海关查验、住宅老旧电梯、节能降碳环保等领域设备更新项目的基础上，将老旧小区加装电梯、养老机构等领域设备更新纳入支持范围，更好满足民生和安全需要。支持商业综合体、购物中心、百货店、大型超市等线下消费商业设施设备更新。优化申报条件和审核流程，进一步降低申报设备更新项目的投资额门槛，加大对中小企业设备更新的支持力度，扩大政策惠及面。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp\u003e《通知》还明确指出，继续支持报废国四及以下排放标准营运货车更新为低排放货车，优先支持更新为电动货车。推动城市公交车电动化替代，继续支持新能源城市公交车及动力电池更新。继续支持老旧农机报废更新。\u003c!--AI_AD_1000--\u003e\u003c/p\u003e\u003cp\u003e李超表示，2026年设备更新的支持范围涉及22个分类，已经基本涵盖了绝大部分行业和领域。2026年还优化了项目申报机制和审核流程，大幅降低投资额门槛。这22个领域中，大部分已没有门槛，只在小部分领域设置了较低的门槛，主要目的也是为了确保项目质量、提高资金使用效益。通过这样的优化，可以让更多中小企业申报资金支持。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp\u003e国家信息中心经济预测部副研究员袁剑琴表示，设备更新支持范围在总体保持延续的基础上，2026年新增了老旧小区加装电梯、养老机构、消防救援设施、检验检测、线下消费商业设施等领域。\u003c/p\u003e\u003cp\u003e其中，消防救援设施直接关系到城市公共安全，有需要、有必要加快实现更新。老旧小区加装电梯、养老机构设备更新是应对人口老龄化的务实之举。检验检测设备的升级，是建设质量强国、提升全社会质量基础设施的关键一环。支持线下消费商业设施的设备更新，有利于破除消费的物理瓶颈和体验限制，将潜在的消费意愿转化为现实的消费行为。鼓励老旧运营货车更新为电动货车，不仅能直接减污降碳，更能通过规模化的需求牵引，刺激新能源电动卡车产业链技术升级和成本下降，兼具环境效益与产业带动效应。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003ch4\u003e\u003cstrong\u003e提高重点商品的“得补率”\u003c/strong\u003e\u003c/h4\u003e\u003cp\u003e\u003c!--AIPOS_1--\u003e2026年“两新”政策的补贴标准也有所调整，汽车补贴由定额补贴改为按车价比例进行补贴，家电以旧换新调整为1级能效或水效标准的产品。\u003c/p\u003e\u003cp\u003e对于汽车报废更新补贴，个人消费者报废登记在本人名下的乘用车，并购买纳入《减免车辆购置税的新能源汽车车型目录》的新能源乘用车或2.0升及以下排量燃油乘用车的，购买新能源乘用车补贴车价的12%（最高不超过2万元）、购买2.0升及以下排量燃油乘用车补贴车价的10%（最高不超过1.5万元）。\u003c/p\u003e\u003cp\u003e对于汽车置换更新补贴，个人消费者转让登记在本人名下的乘用车，并购买纳入《减免车辆购置税的新能源汽车车型目录》的新能源乘用车或2.0升及以下排量燃油乘用车的，购买新能源乘用车补贴车价的8%（最高不超过1.5万元）、购买2.0升及以下排量燃油乘用车补贴车价的6%（最高不超过1.3万元）。\u003c/p\u003e\u003cp\u003e对于家电以旧换新补贴，个人消费者购买冰箱、洗衣机、电视、空调、电脑、热水器等6类家电中1级能效或水效标准的产品，按产品销售价格的15%给予补贴，每位消费者每类产品可补贴1件，每件补贴不超过1500元。\u003c/p\u003e\u003cp\u003e对于数码和智能产品购新补贴，个人消费者购买手机、平板、智能手表手环、智能眼镜等4类产品（单件销售价格不超过6000元），按产品销售价格的15%给予补贴，每位消费者每类产品可补贴1件，每件补贴不超过500元。支持智能家居产品（含适老化家居产品）购新补贴，具体补贴品类、补贴标准由地方结合实际自主合理制定。\u003c/p\u003e\u003cp\u003e李超表示，消费品以旧换新方面，进一步集中资源，着力提升覆盖人群广、带动效应强的重点消费品“得补率”。在保持汽车补贴上限不变的基础上，将定额补贴调整为按车价比例进行补贴。家电以旧换新调整为补贴1级能效或水效产品，补贴产品售价的15%，单件补贴上限为1500元。数码和智能产品的补贴标准保持此前数码产品标准不变。\u003c/p\u003e\u003cp\u003e据21世纪经济报道记者了解，2025年汽车报废或置换更新补贴为定额补贴，部分使用车贷购买的汽车，在综合享有“国补”“省补”之后，可以实现“零首付”。\u003c/p\u003e\u003cp\u003e国家节能中心主任刘琼表示，汽车以旧换新补贴方式，优化调整为按车价比例补贴，可以放大补贴效应。补贴资金随车辆价格调节，既能稳定更新总量，又能改善补贴车型结构，减少“内卷式”、低水平的简单价格竞争。家电以旧换新支持六大类家电产品，可以提高重点商品的“得补率”。根据有关行业数据，六类产品保有量占城乡家庭家电保有量的70%以上，通过进一步集中资源，让补贴资金覆盖人群更广、带动效应更强，“得补率”更高。\u003c/p\u003e\u003cp\u003e\u003cspan data-widget=\"image\" style=\"display: inline-block;
